Active Travel England stated the design had ‘critical’ safety concerns and did not support the scheme. In direct contrast, Ian Jones, Torbay Council’s Head of Highways, advised there was a good safety record at the site. He stated there have been very few recorded incidents and that he had no fundamental concerns about the proposed design.


“No fundamental safety concerns.”
At the meeting which approved the planning permission on 12th July this issue was raised and it was stated that Active Travel England’s concerns were ‘legitimate’. It was stated that one possible resolution of switching the car parking direction was unworkable. There was no further discussion of the issue and the planning was approved.
